the 3rd week of that year the revenue collected was $134,994,70 as against $51,919.60 for the same week

in this year.

3. I greatly deplore the delay in dealing with this problem; for every month that passes strengthens the position of the opium smugglers, and it is not to be expected that the various Chinese regional authorities will under present circumstances take any effective steps to check the production of opium.
